From debates on renewable energy and drought relief, to bills related to the control of cats and reforming the planning system – it was a full and fast-paced week in the Legislative Council.

Among the various bills and motions debated this week, the House also agreed to the 2026 sitting calendar and changes to the operation of Question Time for the remainder of the Parliamentary session.

From 11 November 2025, new rules will limit supplementary questions to one minute and answers to two minutes (with a possible one-minute extension). After a non-government member’s question, a short four-part discussion of one minute each may follow between the questioner, the minister, another non-government member, and the minister again.

During the course of the week, the House also debated a matter of public importance moved by the Hon Mark Banasiak (Shooters, Fisher and Farmers Party) related to rollout of renewable energy projects in regional New South Wales, and used its robust powers to disallow one piece of delegated legislation.

The Legislative Council has substantial powers, including the ability to disallow delegated legislation — laws made by the executive under the authority of Parliament, such as regulations, statutory rules, by-laws, and other similar instruments.

The National Parks and Wildlife Act 1974 — Erratum was disallowed in the House this week. A motion to disallow the Residential Tenancies Amendment (Termination Notice for Significant Renovations or Repairs) Regulation 2025 was also debated but was negatived on division (Ayes: 18/Noes: 23).
